In other words it highlights the importance of upbringing on the nature of a child. It emphasizes on the fact that any child is going to be a father in future. So, whatever, experiences good or bad, the child will have during childhood, will reflect in his adulthood.
For example, if child experiences violence during childhood, his personality will be damaged and when he grows old and becomes a father himself, he will repeat what he has experienced himself on the other, a child who is nurtured in a supportive environment, where he is provided love and care, will show positive signs when he grows old and becomes father himself. Thus every child is in fact going to be a father in future, but his personality as a father is determined far before, when he is a child.
